Mark, There's not much to that circuit: ground to battery, battery to switch, switch to starter, starter to ground. If you have a multimeter, ohm out the three cables, ohm out the switch when depressed, ohm out the starter case to ground -- they should be less than 1 ohm in all cases. On the mechanical side, old chewed up Bendix gears can sometimes jam themselves into the flywheel -- but you usually hear at least a click or two then. Another thing that can rain on your parade is the post on the starter twists. Inside the starter it will break loose from the field coils, and you have a totally dead starter that can test OK when you pull it out and run it with jumper cables. good luck with the troubleshooting....
