El Toro and Jim are both correct. And, if the manifold is not tight, the compression test will not be correct. If you have a rebuilt engine, disassemble the carb and soak it overnight in real carb cleaner, as the stuff you are using probably won't do much. Blow out with compressed air. Put a new kit in it. First check the carb inlet with your hand to make sure the manifold is tight. You would have to do an impossibly lousy job with the rings to get compression low enough to where it would not start -- very doubtful.
