How well should brakes work?

My 424 diesel's brakes have never worked. Yesterday I tore them down, cleaned out the crud, sandblasted the expansion plate and insides of the housing, cleaned and re-installed the balls with new springs, roughed up the surfaces of the discs, lubed and freed up the linkages. there is no oil contamination along the bull shaft. They STILL don't stop!! With a TON of leg pressure the brakes will slow you down enough to tell something is happening but they must have worked better than this at one time. I have always heard that tractor brakes are a suggestion instead of a command but are they this in-effective? This is my first tractor and I would appreciate your learned input.
