Hi Loren, I have had junk get stuck in the needle valve, but it is all from the cruddy gas tank sealer a radiator shop used. It was that purple stuff and I will never use it again.It is coming off in sheets. Every time it happens I have to pull the carb apart and clean the needle valve, siphon the gas out and strain it and I check the float and so far it looks real good. When I stopped by Rices I talked to Gordon and he said they were using a coating that was gas and alcohol proof. I did have to clean off a bit of the coating(looked like a drip) that was hanging up on the fuel bowl side if the level dropped too far when I drained it. As far as the 2 lines.. Never saw one like that, but it is possible the machinist messed up and they used it anyway. Try the high line first and see how it works and then try the lower line and see which way works best. The float hight will affect the adjustment of the main high speed setting. To the lean side is good, just past the point where it back fires under increasing engine speed. If you have a 1928 or earlier, those were designed to run on distillate or kero only. They can act up when hot, running on gas but usually just under load. If you run Kero, definatly make sure it is running to the lean side so your oil won't get thinned too quickly.
