It's a device that goes on your pto shaft which prevents implements such as bush hogs (rotary cutters) from "back driving" your tractor through the transmission. It basically ratchets when the implement tries to turn at a speed greater than your tractor pto. It will prevent the implement from forcing you through a fence, etc. Almost a must for the older smaller tractors using these cutters. Hope this helps explain.
