What is an Overrunning Coupler

I got a big monster of a drag behind roto-tiller last year at an auction but unfortunately it was missing half the PTO shaft. I have found a source for a new shaft locally, but I have a question. I have seen a few posts (mostly for bush-hogs) about making sure you have an overrunning coupler. What is that and do I need to get one for the roto-tiller too?
