Cub sickle mower pulley

Has anyone figured out how to make a pulley for the Cub sickle mower. It is 4 and 4.5 in dia an cost $80 at the IHC dealer. I have a couple that are worn out with the splines worn out. Is there any way to use another splined part to rebuild the pulley inside diameter. I am thinking of putting a metal shim between the worn pulley and the worn pto shaft and driving them on tight together and welding the back of the splined pto shaft to the splined pulley to hold it on. Will this work? Both the pulley and the shaft are junk anyway.
