If it's like my '47 A, the problem isn't inside the governor. It is in the two springs that are placed one on each side of the governor end of the throttle rod. In your case, the spring on the inside needs to be longer. On mine, there is one long and one short spring, and somebody had switched them; the engine wouldn't idle down even with the throttle lever all the way down. After I switched them back, the throttle lever doesn't start working until about the 4th notch up, but wide open is 1 notch short of the last one. Bill
