IH 464 lift, pto, and power steering problem

The lift will not raise at low rpm, but will raise if you increase the rpm about half way. The lift is extremely slow when there is an attachment such as a bush hog. After the tractor has warmed up substantially, the power steering will suddenly go out. The PTO will slow to a crawl in moderate grass with bush hog. When raising the lift with the bush hog engaged at a higher rpm (around 1500 to 2000), the PTO will fully engage before the lift stops at the the new height. Twice the lift has become stuck in the raised position and you could hear the strain it putting on the tractor. Even after letting the tractor sit overnight, the lift (and bushhog) was still stuck in the raised position. I have taken off the hydraulic's master control unit and thouroughly cleaned the relief valve with fine sand paper. The valve appeared to be sticking before I cleaned it, but was not sticking afterwards as I could push in and retrieve the valve. It was pretty tight though. The steering did improve after this, but later lost pressure again. To lower the stuck lift, I took off the small plate on top of the lift housing which is located underneath the tractor seat to see the mechanical levers that control the lift. I pushed the lever toward the front of the tractor and the lift suddenly went down. I'm thinking I'll need to fix the "control valve" for the lift. So my question is: Am I on the right track. Is there some advice before I take apart the lift's control valve. Any help is much appreciated.
