Hi, first, check for the hydrolic filter, replace it if dirty. Instal the element toward the pump and the strainer in the cover. Remove the plug under the filter, the one with large head. There is a valve in the bore, it may travel easy in and out. If not, remove scracht with fine sand-paper. Those valve allow 3 gpm of oil to steering system. May be the pump is bad too.
