H starting

I recently replaced the manifold and rebuilt the carb on my H. Before this it started on the second turn. Now it won't start at all. Have checked gap on plugs and points. All plugs are firing. Idle jet ,idle stop, main fuel jet set per manual. Float level correct(1and27/32"). Plug appear to have gas on them. Any thoughts or advice will be appreciated.
