Chuck, from rebuilding several of those carbs, set both the idle and the main screws at 2 full turns out for initial start. Then you can adjust from there. If that doesnt' help, try shooting some starting fluid into the carb intake. If it fires and dies, then your problem is somewhere with the carb. If no fire, then I suspect ignition problems. On the rotor shaft, if it has any play in it then set your points slightly narrower than .020. They might not be closing tightly.
