Did the radiator shop inspect the radiator or did you just talk to them. The radiator could have mineral deposits in the core tubes partially blocking and insulating them. I like to remove the radiator and put it face down and put lime away in it and let it sit for a while (12-24 hours) then flush it out in both directions with a hose before re-installing it.

To check the flow with the radiator in the tractor, pull off the lower hose and run water in the filler neck, it sould run out with just about a full stream if the core is clean. I have not done this on an A but on many cars/trucks.

One other thing is that the interior of a radiator hose can fall apart and be blocking the flow.
