Thanks for your kind words Larry! Unless your battery is fully charged, the ammeter will behave exactly as you describe. If it's partially discharged it may take several hours of running the motor at full RPM before the battery is brought up to where the regulator will cut back the charge rate. If you have an accurate voltmeter, stick it across the battery and note the reading at full RPM. If the voltage is 7.2 or less, everything is fine. Only if you get a reading above about 7.4 or 7.5 volts should you consider replacing the regulator. Don't have a voltmeter? Stick a charger on the battery and let it charge for 24 hours. Then start the motor and run at full RPM. The ammeter should show a high charge rate (12 - 15 amps) immediately after starting, then fall back to 5 amps or less as the battery reaches full charge (usually after several minutes). Note: All the above presumes the battery is in good shape. A battery that's failing may charge at a high rate all the time. Hope this helps....
