Hot 560D - what next?

My 560D, with a new Case/IH temperature gauge, reads 225 degrees while running at 3/4 throttle in the yard with a new thermostat. I'm assuming that is too hot with no load. The gauge reads 183 in a coffee cup of hot water, compared to 175 on a thermometer I trust. The new thermostat opens at 165 degrees in a pan of water on the stove (suggested by HD). With the thermostat removed the temperature stays below 150 degrees at half idle in the yard (on a hot day). The radiator appears to be free of dirt, the fan belt is tight, the altenator/water pump belt is tight. So what next? Can the water pump possibly not be moving enough coolant through the reduced diameter of the thermostat? Any other tests to run? Thanks in advance - Sam C.
