H idling problem

I've been working on an H and can't seem to get it to idle properly. It will fire on all cylinders and has good power under load, but misses when not under load at any speed. It will even run at very slow speeds, something I wouldn't expect with such a problem. The valves have been ground and I swapped the entire carb and manifold assembly with another H to make sure the carb wasn't the problem. Both tractors ran the same way after the swap. This H has battery ignition, but as far as I can tell, everything is alright. I took the distributor apart, checked the flyweights and found no problems there. I'm at a loss for what the problem could be. Thanks for the help!
