It's a metal filled two part epoxy adhesive. The metal fill (iron powder in this case) adds strength and gap-filling properties. There are several brands, JB Weld is probably the most familiar and has the widest consumer availability.

Other brands are available with aluminum, copper or silver fill, but you wouldn't use them with iron or steel.
