Super H Low HP

The neighbor has a super h farmall that we were thinking of taking to the local antique tractor pull. We took it up to the local dealer and ran it on their dyno, engine rpms ok. His chart said that the tractor should have 33hp and we had trouble making 20. We checked the points, new plugs. Is there any way of checking the timing with a light, my tech manual makes no mention of it. Could there be something wrong with the carburetor and if so what do we look for. Thanks for the help.
