The reason you don't hear the starter spinning is because the bendix drive gear is jammed, usually in a car what happens is the bendix gear is stripped or dosen't throw out to engage the flywheel so the starter motor is free to spin. Current draw shows that the starter is trying to spin just that it can't because it is locked up.
