I think IH's purpose of the dual petcocks was to make sure you had enough oil, but NOT TOO MUCH. The upper petcock should drain no oil, while the lower should always drain some. That way, you know the level is between the two. If the upper still drains, you cannot know how high the level is above there, especially if you might have a water leak into the oil pan. If you keep the fluid level below the upper petcock, and then, mysteriously, it begins to drain from it, you probably have a fluid(water)leak somewhere you need to check on. My two cents.
