The petcocks can be thought of as the "full and add" marks on a dipstick. It has to be above the lower one. However, I pay no attention to the lower and add until it comes out the upper. If it is barely above the lower, and your tractor uses oil, it could easily drop below the lower one without you knowing. The original purpose of the petcocks was to drain impurities from tractors run on kerosene/distillate. You drained (daily) to the level of the lower one and added oil to the level of the upper.
