Does my 51' H have hydraulics?

I was looking at the 51' H I just got the other day and noticed underneath the starter that their are two spring loaded caps on each side, of I think is a built-in hydraulics. What would I need to get a valve and a line running out of it?
I also found out that it is still a 6 volt, it says 6V on the starter. When I bought it it had a 12V battery on it and now I have one on it now. Will it hurt it at all doing this. It starts very quickly.
