F-12, F-14

In my IH F-12, F-14 , O12, O14, F20, F30 Shop Manual, there is footnote, under tractor identification, that says: Name Plates bearing
FSI55402 to I55902 were assigned field change over
packages for converting F12 to F14 tractors. The only difference which I can see is an increase in engine RPM from 1400, to 1650. What was the "package"?
