Since you said that you put new points in it, you had to remove the cover under the rotor. There is a gear train in there that you probably moved and got it out of time, it's easy to do. You need to put #1 cylinder at top dead center and set the rotor at the post for #1 sparkplug to get it back in time.
BTW, the point gap for a magneto should be .013. 20 thousanths is the gap for a distributor ignition.
