TD-18 head gasket rings - help!

Forgive me if this post is duplicated. I'm not sure where my first attempt went. Plus where did the crawler forum go? I/we have have been having trouble with a TD-18A or actually UD-18A Ready Power 57 KVA gen set that we aquired recently. It had numerious problems that we have worked through including water leaks into several cyclinders and into the sump. THe previous (bush) mechanic didn't tourque down the head properly we suspect. We fitted a new head gasket replacing the existing non-orignal solid copper head gasket thinking that would fix the problem as we could see tracking accross the old head gasket. We found though that we still had leaks, more in fact. Pulling the head (again) has showed leaks on all cyclinders. We have since found the liners are leaking and have pulled them out and will refit with new seals etc. But the concern we have is that it should not have leaked past the head gasket rings? With the new head gasket has things got out of tolerance? Everthing measures in tolerance but I'm not convinced the gasket rings (steel) are sealing. Has any one had simular problems and can offer anything to help?
