You should not have a govenor problem if the tractor ran ok before. I assume the dealer put the correct plugs and points in --should have that much sense. Your tractor probably has a distributer -- set the points at 0.020 with the rubbing block on the high side of the cam. If you happen to have a mag, the setting is 0.013. Set the plugs at 0.023-0.025. Make sure the timing is correct. As you know, with a gasoline engine, the main jet is fixed. If the carb is clean it should run ok, provided you have no mechanical problems. High speed "miss" could be a burned valve.
