The difference in the coil is that the 12V is internally resisted. The reason for 12 volts before and during start-up is to help it start faster. If you were to have 12 volts at all times, the points wouldn't last. Your problem sounds like low fuel flow. Have you checked the sceen on top of the sediment bowl? Next time it dies, take the plug out of the bottom of the carb and see how much fuel flows out. If you only get a small amount, you've found the problem- junk in the tank, sediment bowl, line, or carb inlet.
