This can be frustrating. A couple of ideas-Recheck float height to make sure it's not letting the bowl run over.Double check the float to see it is not leaking. A tiny amount of gas in the float will make it too heavy to seat the needle tightly. Make sure the gasket is good between the seat and the carb body. Good luck...
