Are you getting flow and pressure to the steering unit.
Put a cylinder in the remote, does it move steadily? When the cylinder reaches the end of its travel does it kick the lever to the center.
If you don't have a cylinder do you notice a load on the system when you lighly pull on any lever and it should immediately kick it back to center unless you are holding it. If it doesn't do any of these things you probably have pump problems.
