More than likely you will find that it is the Clutch Safty Switch. It gets used every time that you clutch the tractor so they wear out much faster that the starter button. I have replaced mine three times. Each time the tractor starts just as you described. It easy to check this switch, just connect the two wires together and try the starter button.
