Two possible causes. With gas turned on under the tank the carb should not leak out gas like you were saying. If it does, then you got a float and needle valve problem inside the carb. If it only does it for a little bit after choking, then you are simply overchoking it. If this tractor is in fair running condition it should only need very minimal full choking to start. If I need to choke mine, I go all the way and let all the way off right away while cranking. Very rarely do I need to parshaly choke for the tractor to run (only during cold weather untill tractor is warmed up).
