Bud: It's been a few years but I think that check valve block assembly is designed so hitch will not lower unless engine is running. If I remember correctly the thinking was someone unfamilar with tractor may touch the hitch lever with considerable weight on it and they or someone else could get hurt. It probably gives some protection in preventing hitch from leaking down overnight as well.
