Super C Two Point Hydraulics

Can anyone explain the function of the Check Valve Block Assembly that is located on the work platform just in front of the seat ( part # 360 402 R92 )? I was having problems getting my hitch to lower until I bypassed this block. Without the " Block " the two point seems to work fine. Obviously it has some function but what?
