William - We run into the same problem with a couple of our tractors. Even though they are stored inside the clutches sometimes stick if they sit unused for a long (6+ months) time. To unstick them we do exactly the same thing you did. Only prevention I've found that works is to start up and run the tractor every 2 or 3 months - making sure to slip the clutch for a few seconds each time in order to "shine up" the mating surfaces. I'm hesitant to tie down the clutch pedal while in storage for a couple reasons: 1 - With the clutch released it's easier for moisture to get between the clutch facings and the flywheel/pressure plate surfaces and causing rust, and 2 - If it somehow DOES manage to stick with the pedal tied down, you've got no way to release the clutch further to help break it free without disassembling the clutch.
