Farmall Super A surging

My 1953 Super A has a woods mower deck and after an hour and a half will start to surge under the load. If the deck is raised the surging stops but will continue if going up hill. I can cut off the mower and travel around, but if I go uphill the surging starts back up. It bucks so bad all I can do is get it to the garage and wait about 5 hours. Then I can continue for another hour and a half. I have rebuilt the carb. replaced the points and condenser, drained and cleaned the fuel tank, all lines and the screen in the bowl as well as the screens in the carb. I'm stumped. Any and all help will be greatly appreciated!
