I have a C parts book, but since I've never had my govenor apart, I can't tell for sure what part you are talking about. I also don't know if they are still available. There are two identical bearings 45 753 D, and a bushing 46 939 D. Your shaft could also be worn. If you are close to your tractor, it shouldn't take but a few minutes to get these parts out. But, if you are like me, "if anything can go wrong it will". Otherwise, your best bet would be to go to a dealer and have him show you a diagram on his computer.
