The fellow talking about a "ring gear" is referring to the gear around the flywheel. If you take your starter off the tractor and look in the hole where it came out you will see the ring gear. The gear on the end of your starter engages this. You can bypass your wiring by taking a screwdriver and shorting across the terminal on your starter that the battery cable hooks to and one of the other terminals. If your starter turns the motor over, then its your switch/wiring and/or ground cable thats either bad or not making a connection do to dirt, paint, corrosion, etc. Make sure you tractor is out of gear when you try this.
