High idle is full throttel and if it is white smoke that could mean low compression or not burning of all fuel . with out being there it is hard to make a good diagnosis of the problem . The old indirect injection engines would rattel and throw white smoke till they warmed up and if one or more of the glow plugs were not working well or not at all or if a precombustion chamber was cracked or a injector was not breaking the way it should , there are a lot of things that come into play . If you are worried about water leaking into the cyl. you could pull the glow pulgs or the injectors and pressure up the radiator to around 17 to20 lbs and let it set and see if the pressure drops and then crank the engine over and see which hole the water come out of.
