Bob M Once again, Thanks you for the great explanation. This was a yard sale regulator, new in an International Harvester box. $2.00. Unbelievable deal. I even told the guy it was worth quite a bit more. He said "not to me". Thanks again and enjoy your Fall season in Upper state New York. It must be beautiful as is Northern Vermont.
