water in diesel fuel line

I put some contaminated fuel in the tank of my IH 584. It stopped running like it was out of fuel, I opened the bleeders at the fuel filters and had water gushing out. I bled the lines until fuel began coming out of the bleeders, put new fuel filters on, rebled the lines and she would not try to start. I drained both sides of the saddle tank empty, emptied the filters, put fresh fuel in, rebled the lines and it still will not start. I am missing something here, Does anyone have an idea?
