The idle speed is set by adjusting the clearance between the throttle plate that sets above the body output hole and the body. I believe the book spec is like 9/64" but I'm not positive. Some of the carbs had a spring below the plate that held it up and you could adjust the idle speed by turning the mounting screw. On mine, it is mounted on a stud, so you would have to shim up or turn down the stud to adjust the clearance.
