farmall (h) should I buy it ?

I found a 1942 (h) that is an older restoration and looks pretty good, It runs and drives good, but smokes pretty bad, I assume it needs rings or the valve guides are worn. It had rear steel wheels that have been nicely cut and replaced with rubber.( does this hurt the value ?) It looks like whoever reastored it did it the cheap way , the paint looks good but they have cut corners by using cheap aftermarket gauges etc. I can buy it for 1,100.00 . let me know what you guys think, it looks like a pretty good buy to me . But I need your input I dont want to make a mistake.
