H smoke long....

i looked at a 49 h tonight. it has really nice dent-less tin 6 volt sys w/ generator starts/nice but it smokes to beat the band. there is no knocking or wierd noises coming from the motor. the idle is smooth and it runs in road gear nice. the asking price is 900. the question is...i am on a limited budget and i can afford rings and that's about it. i can't really afford to get the head done and all indicators show the valves etc are good. in all likleyhood would that get rid of the smoke? the seller is a great person who i have gotten nice tractors from before. he has been doing it for years and has never strayed me wrong in all the years i have known him. what should i do?
