F-20 fuel tank

Got in a bunch of parts recently a tank for F-20.Looking at it I see that it has 2 outlets in the bottom of main tank. The extra one is outboard of the fitting that the strainer would thread into. It appears to be the same kind of fitting and has the same 4 small spotwelds[??]and soldered in just like the other one.In other words it looks like a factory job, or someome did an extra nice job of adding this in. Never seen this before, why would this extra fitting be there??
