Yes....that hole is usually where the mice get in and build a nest in the winter. On a B, that shaft coming out connects to a band with a facing on it, and that wraps around a drum attached to the axle. When you press the brakes, the band constricts around the drum. The good news is that the set up is really simple, the bad news is that those castings weigh a few pounds. A service manual is hand, but not absolutely neccesary. Just make sure it goes back together like you found it, with all shims where they belong.

I always crush a few moth balls in the bottom to deter the mice. By the way, new bands are about 35 each.
