Plow Depth Question

I have a question on plow depth on my 2 bottom plow. It seems like it isn't going very deep. I have both trips up all the way (to lower plow) and have the clutch engaged. It seems like the molboards don't go but a few inches deep and if there is any grass on the surface it catches and binds up into a mess and gets caught in front of the molboards. Shouldn't the molboards go down quite a ways? It does a good job where the beans were combined, but if there is any little trace of grass, it causes a big mess. What should I do? Thanks
