There should be a small tube coming off of the donaldson air cleaner, it connects to that hole. The tube coming off the top of the governor connects to a similar hole at the front of the head. This is all part of the crankcase breathing system, the two holes at either end of the head are then connected to each other by the tube that is installed roughly parallel to the valve rocker assembly, this tube will have one small hole drilled in it, to pull the gases out of that area.
