It looks to be in pretty good shape. I would gently try to remove what I could of the sloppy paint from it, mask it off well if you plan on painting the tractor, then apply a good automotive cleaner/wax when finished. Usually one light coat and gently buffing up will make it look pretty good. Looks like some of the red is flaking now, so it may not be hard to remove most of it, just be careful to not remove the black.
