I have two IH 300 tractors. A Utility and Farmal that I have gone through from one to the other on both. If you have adjusted the clutch pedel so you can feel it touch the throw out bearing with the pedel about 1 and 1/4 in from the platform and it still is not releasing then I would say you will have to replace it. It is not that hard to replace the clutch componants once you get the tractor split. Once you get to the clutch you should inspect the starter ring gear, have the flywheel turned, replace the pressure plate, clutch disc and install a new throwout bearing. Now you could probably get by without replacing the pressure plate but the way I look at it, once I get the tractor split I want to replace everything so I don't have to split the thing again. Now for the TA. If you say nothing happens when you change the positions of the TA lever then something is not hooked up or adjusted correctly. You see if you TA is out and you pull the TA lever back your tractor will stop. A weak TA will move on the low side but will slip badly with the lightest load. As long as you have to split your tractor I would also split the TA section and have it rebuilt or rebuild it with a sprague lock up and eliminate the ramp and roller factory set up. The PTO will make a slight whinning noise when in the locked off position. I generally just leave mine engaged unless I have PTO equipment hooked to it. You see there are more gears turning unengaged that engaged. Hope this helps. If you don't have the parts, owners and operators manuels you should get them. They will walk you through any repair job you will encounter with your 300. Good Luck
