There was one like this at the Red Power Round up the last two years. I have pictures of the one from this year, and I don't think it is the same one in your picture. And..yes, one engine drives each wheel separately. All sorts of side by side configurations like this around that folks have put together. One at RPRU had three F-20 engines driving though one transmission and rear end.
